the reson is different. the plant was supposed to be a chip manufacturing. unfortunately neither foxconn nor vedanta has much of a knowledge on that part (foxconn too is basically assembler, not a basic chip manucfacturer). this jv was trying to rope in a european chip manufacturer for it, and that was in advance stage, but the government (not these people) wanted that party too to have a stake in jv (i.e three party jv) to which it seems the euro company was not much interested (may be taiwan effect).
